I'm more on board with DiBiasio here than not. He's right that there's basically no legal way for a business to hire most of these folks.
But man, this is that icky chamber of commerce perspective. Underneath it is the question "how can we use unskilled labor to keep wages down?"
And no, the answer isn't a minimum wage. But we've gotta deal with the fundamental reality that wages are being undercut by foreign labor. Skip that part and you're just solving for the employer.
